Japan Raises Nuclear Crisis Level To Match Chernobyl

Japanese officials raised the rating from 5 to 7 ? the highest on the international scale. The higher number signifies a "major accident" with "wider consequences" than the previous level, according to the standards scale. Officials say the upgrade is based on the amount of radioactive particles in the atmosphere.
