Obama's Libya Moves Show His Freer Foreign Policy Hand, Rankling Congress
President Obama's decision to use the U.S. military against forces loyal to Libyan strongman Moammar Ghadafi has linked liberals and conservatives in concern about the commitment of U.S. forces. Some are asking if he exceeded his authority.
